What qualifies as "actual housing expenses"

I had all my pay distributed as Housing Allowance & received a W2 showing no wages.

I'm trying to determine the "actual housing expenses" but wasn't sure what all is included under such. Could you guide me in this? Is it only items purchases in 2017 for the house?
