Taxable for Pastor, but tax deductible for giver?

I'm still unsure about this. I've read quite a few articles and most tend to agree that the love offering donations are taxable income for the Pastor who is receiving the gifts. But, what about the donors? Are their gifts for the love offering tax deductible?

Church Control

It boils now to church control. If the love offering was taken up by the church and the church had complete control over the money (governing body decides how much to give the Pastor for the "gift") ... it's tax deductible for the donors and definitely taxable income for the Pastor =)
