State tax law and minister housing allowance

I understand that the IRS allows that housing allowance is not included in gross income. But what about state tax laws.

Do they follow the IRS guideline and allow the exclusion of housing allowance as well.

I live in California and am not sure what to make of the housing allowance exclusion for state laws.
