Responsibility for amount of Housing allowance

A letter of agreement setting out the amount of the housing allowance needs to be executed prior to the first payment of the year.

If the pastor is self employed, is it the pastor's responsibility or the church's responsibility to determine if the housing allowance is within the limitations set out in the tax code?

It is the responsibility of the Church to set an amount and than the Pastor's responsibility to claim only the allowable expenses for housing up to the amount set by the Church.

I have never seen in tax codes where limitations have been set other than only actually with expense documentation is allowable up to the amount set by the Church. If the expenses are greater than the income, 100% of the income can be set as Housing.
