Can a minister receive a larger housing allowance than salary if expenses warrant it? Suggestion $8000 housing allowance, $2000 salary per month?

The Pastor has to account for all his allowable housing expenses and any amount that is not documented as housing expense is added to his W2 Income. So the Housing Allowance can be set up larger than income and it will be the responsibility of the Pastor to add the balance of the housing allowance not accounted for to his income.
