Can the Pastor Aide sell tickets to the Pastor Anniversary Luncheon and then give all the money from the tickets to the Pastor as a gift? Is it legal? Is the money taxable?

If the Pastor's aide committee billed this as a way to raise money to give aide to the community, then it would be wrong--morally and legally--because it is designated charitable giving that is being misdirected. However, if that committee is doing the job with the consensus of the church to give a gift to the pastor upfront so to speak, then it would be fine. Yes, the pastor would have to pay taxes on the value of this gift as income.
