Mileage not paid

We needed to remove the mileage our pastor was being paid due to the church budget crunch. He would like to get credit for that mileage as his tithe since church can't pay. Is that allowed?

Mileage as Tithes

I don't see why that amount can't be included on his yearly statement. In my case, I would enter the information as expenses not reimbursed. Not as tithes.
