Memorial Funds

Can a church accept a transfer of a Memorial Fund (In the name of a child that has passed but used to help families in need) that is currently at another church and place it in a restricted account within the new church? This fund would be managed by the new church. Then, if that family leaves that started the Memorial Fund for their daughter, can we then transfer the Memorial Fund to whichever church they transfer their membership to in coming years?
