When an appliance is purchased on a payment plan, when does the expense become part of housing?

The full amount at the time of purchase or the monthly payments?

New air conditioning units and refrigerators in particular?

Claim Housing Allowance at time of purchase

I believe this would be the same as using a credit card for those eligible housing expenditures. You would claim them at time of purchase.
