When a pastor does not want to live in free church parsonage, can the assistant pastor or other church member live in church parsonage for free?

Living in the Church Parsonage

Subject to the governance of the church if the Assistant Pastor qualifies for a housing allowance, he/she can not only live in the parsonage but also can be granted a within salary housing allowance to receive special tax treatment. Also, subject to church governance, a member could also live in the parsonage, just not tax free.
