Is there a Housing Allowance Cap amount?

The IRS site has a "Local Standards: Housing and Utilities" chart that shows how much you can take as Housing allowance in your state county.

If you have a family of five they let you take more housing allowance. But I have read in other places that the Pastor can take as much housing expense as needed.

I am confused. If the your county allows say $1,500/month but the Pastor's house payment is $2,000/mo. Do they only get $1,500?
