How do you treat approved housing allowance but the church did not have enough money to pay out?

If housing allowance was approved by a church for a certain amount but later on the church does not have enouugh to pay that amount, how do you treat the unpaid amount of housing allowance?

Unpaid Housing Allowance

You would only report the amount actually received by the minister as a housing allowance on their W-2 or Housing Allowance statement.

You may consider amending the housing allowance resolution to include a designation of up to 100% of all of the minister's compensation (including wages and love offerings) be used as a housing allowance. Make sure and put a cap amount such as up to $30,000, etc.
