how do you correct for a w-2 that has the housing allowance in box1 of the w-2

The issuer will have to file a W-2c. If you file the paper form...you will need to order/purchase one as you cannot download a scannable version from the web.

You will need to subtract the housing allowance from Box 1 and report in Box 14.
