2 homes= full salary

One of the pastor's at my church owns two homes. One he is currently living in while he remolds the other. So essentially he owns 2 homes. Can his housing equal his salary or exceed his salary?

Housing allowance is exempt from income tax to the extent it is used for expenses for the clergy's primary home only.
